PETITION FOR REFERENDUM
To the election committee, Puyallup Tribe of Indians:
We, the undersigned members of the Puyallup tribe of Indians, respectfully order and
direct that Referendum Measure No.____, entitled Native Preference Enforcement Act,
and which would appear on the ballot in the following form:
"Do you as a Puyallup Tribal Member want to make available a separate and final
Appeals Panel regarding unfair tribal employment hiring, promoting and termination
decisions? Appeals Panel will be an outside entity who investigates complaints from
Enrolled Puyallup Tribal Members who filed a tribal job application, currently employed
with tribe, or was terminated by tribe. This is to protect yours and all tribal members employment rights, to make sure decisions are valid, tribal and federal laws are enacted,
and to fight discrimination.
Tribal members who allege sufficient facts to show that his/her rights, under Constitution of Puyallup Tribal Bylaws-Ordinance No. 011098C, or Indian Civil Rights Act 25
U.S.C. + 1302 et seq., have been violated within Tribal Government, including departments, agencies, and enterprises of the tribe, may request a review before a separate
and final Appeals Panel, who will not be influenced by word of mouth, hearsay and
gossip from upper management in question and or tribal council. Sufficient facts and
evidence shall include review of personnel file, meeting with HR representatives, Directors, General Manager, and tribal council if need be, and all persons involved with interviewing, reprimanding, and terminating said individual. Violations will be corrected
and fair employment decisions made, but in the case all investigating concludes with
same hiring, reprimand, non-promotion, and termination decision, panel will help you
understand why decisions were made. Public posting of Appeals Panel seats and filled
accordingly through Puyallup Tribal Committee's rules, regulations, and guidelines."
shall be referred to the voters of the Puyallup Tribe of Indians for their approval
or rejection, and each of us for himself or herself says: I have personally signed this
petition; I am a legal voter of the Puyallup Tribe of Indians; and my address is correctly
stated.
